槟州政府与马华针对违规泊车问题针锋相对,槟首长政治秘书黄汉伟今日表示,已经缴付首长官车所接获槟岛市政局罚单,并反问前几天官车同样涉及违泊的妇女、家庭及社会发展部副部长周美芬,是否已缴付罚款。
国阵领袖日前在社交媒体上载照片,指首长官车在农历新年期间非法停泊。结果,槟岛市政局发出罚单给驾驶该官车的司机罗查礼依沙 ,而后者更首次亲自出面解释。
接着,民联以牙还牙张贴周美芬官车违例停在槟州马华总部前的照片。周美芬也是马华槟州联委会主席。
应主动要警方发罚单
黄汉伟今午在记者会上表示,首长官车的罚单已在今天缴付。
“但据我们所知,社交媒体也揭露周美芬在农历新年期间违例停车,而抵触交通条例。”
“我们想问,她是否跟我们一样缴付了罚款?”
“而且,她违例泊车的地点靠近槟州警察总部,她应主动向警方要求发出罚单。”
为何没凸显周违例?
黄汉伟接着指出,既然周美芬曾质疑市政局发给首长司机的罚单是否有效,她更应该直接要求警方向其官车发出罚单。
”警方也被赋权发出罚单,而警队隶属中央管辖。“
他不忘质问,为何媒体大肆报导首长官车违泊的课题,但却没使用相同的标准,突出周美芬官车非法泊车的做法。
“民联领袖是否获得特别的‘关照’?”
拒交代何者缴付罚款
询及槟首长官车的罚单,是由首长本身或司机缴付,黄汉伟回应说,总之罚单已缴付,何者缴付不是课题。
至于既然首长司机当天一直在官车内,为何仍接到罚款,彭文宝行政议员表示,随着风波被小题大作渲染,他们不介意缴付罚款,避免继续被有心人士炒作。
槟首长司机罗查礼依沙曾解释,他在事发时全程都在车上等候,没有下车。
周美芬欢迎发出罚单
周美芬前天被询及时承认违例停车,并欢迎执法单位依法向其官车发出罚单。
她说,愿意缴付罚款,而不会像某些人出示过期的罚单。
此外,她宣称,已多番提醒司机不要违例停车,但后者仍无法避免抵抵触交通条例。
针对周美芬暗示,首长司机接到的罚款无效,槟岛市政局市议员陈金辉解释,市局执法人员以手抄或电子系统发出的罚单均有效,因此有关违例停车罚单是有效的。
李明胜抨黄伟益越权
另外,马青槟州团长李明胜揶揄,丹绒区国会议员黄伟益为了护主,不惜对马华“发烂碴”和发表一些事实而非,自相矛盾的言论,结果不仅贬低其国会议员身份,也显示出他的无知。
他进一步说,黄伟益之前大言不惭代表州政府说,不会开罚单予周美芬,显示后者有无人能及的“特权”。
“黄氏如此的嚣张跋扈,有两个可能,一,他的权力大到可以越权干政。”
“二,他对于自己的角色和权力范围‘蒙查查’,连国、州、市议会的权力和角色都分不清楚,亏他还曾经担任首长政治秘书。”
停骑楼不是警方权限
李明胜也是槟州马华总财政,他批评,黄伟益扭曲事实形容周美芬(左图)因泊车事件而大吵大闹。但事实是,她只是承认自己的官车确实违例泊车及要求市政局发罚单,何来大吵大闹?
“也许,问题出在周美芬要求市政局开出有效罚单,不小心踩到了黄伟益的痛处,以致听在他耳里特别的刺耳,而把有理有据的谈话听成了大吵大闹,真是让人讪笑。“
他强调,周美芬从未提及什么手写罚单的事项,黄伟益想象力丰富竟然把自己的想象当成是周美芬的言论,而实在可笑。
“她的司机违例停车,停的地方是马华大厦的骑楼,这关交通警察何事?要发罚单的单位明显是市政局,黄伟益竟要求警察发传单,简直不知所谓。更甚的是,黄伟益连罚单应该发给司机,还是乘客也分不清楚,其处事能力真叫人汗颜。”

Penang Pakatan prepares for Permatang Pauh polls

Penang Pakatan Rakyat is gearing up for the impending Permatang Pauh by-election and has discussed the matter at a meeting on Saturday.
The chief minister’s political secretary, Wong Hon Wai(right), said the meeting was chaired by his boss Lim Guan Eng - who is also the DAP secretary-general.
Top state Pakatan leaders like Penang PKR chief Mansor Othman, Penang PAS comissioner and party deputy chief Mohamad Sabu and state DAP chief Chow Kon Yeow attended the session as well.
“We have decided to prepare for the Permatang Pauh by-election, as the seat will be vacated soon,” said Wong.
“Among others, we discussed the current political development, administrative duties and the challenges we have to face in the coming days.
“We also discussed about opposition leader and Permatang Pauh MP Anwar Ibrahim’s imprisonment and have (our) pledged support for him,” Wong added in a statement today.
The meeting then appointed Wong - who is also the state DAP treasurer - to head the Penang Pakatan secretariat, while his deputies are state PAS secretary Mohd Fadzil Kemi and state PKR secretary Zulkefly Saad.
The Penang government has organised a solidarity gathering for Anwar in Seberang Jaya on Saturday, and DAP will also be leading a session at the Han Chiang High School field at 8pm tonight.
The parliamentary constituency is expected to be declared vacant on Feb 24, and a by-election called within 60 days if Anwar refuses to seek a pardon from the Agong.
Pakatan also expressed its condolences to the family of the late PAS spiritual leader and former Kelantan Menteri Besar Nik Abdul Aziz Nik Mat, who passed away on Thursday in his residence in Pulau Melaka.
Penang Umno has declared its intention to contest the Permatang Pauh seat, saying that the party was prepared to fight it out in the PKR stronghold, which has been held by Anwar since 1982.
It is noted that his wife and PKR president Dr Wan Azizah Wan Ismail had held the seat while Anwar served a six-year jail term for abuse of power related to a sodomy charge between 1999 to 2004, after which she resigned to allow Anwar to return to active politics.
Pakatan's 'greatest crisis'
Meanwhile, DAP supremo Lim Kit Siang suggested that Umno should forget about contesting the seat as it is mulling to do so in Chempaka - which was left vacant with Nik Aziz’s death.
Kit Siang claimed that Umno’s intention to drop the Chempaka seat and contest Permatang Pauh is aimed at creating “disunity and distrust” among Pakatan parties.
He said this yesterday at the inaugural DAP ‘Support, Sympathy and Solidarity with Anwar Ibrahim’ ceramah at Dewan Orang Ramai, Taman Cheras Jaya in Selangor.
However, Kit Siang conceded that Pakatan is “afflicted with its greatest crisis” since the coalition formed seven years ago.
He pointed out that Pakatan can only sustain and succeed if all parties adhere to uphold strictly to its common policy framework and allow the coalition leadership council to be the highest policy-making body.
“If we stay loyal to these two fundamental principles, Pakatan will be able to grow from strength to strength to fulfill the hopes of generations of Malaysians for change and Malaysia’s rendezvous with greatness,” Kit Siang (left) noted in a statement.
Kit Siang then proposed an “eight-year road map” for the three Pakatan component parties to put aside whatever differences they have.
Eight years is also the time frame in which Anwar has to stay politically inactive - five years in jail for sodomy (about three years if he is released on good behaviour) and a five-year ban from politics after his release.
“If the component parties are prepared to make this eight-year commitment, we would have found the formula to ensure that Pakatan is poised for a serious bid for Putrajaya to fulfil the hopes and aspirations of Malaysians for change for the better - for the people and nation.
“However, I have no doubt that Nik Aziz would not only have given his blessing, but his full support as he is undoubtedly one of the architects of Pakatan - without whom it would not have achieved the good results in the 2008 and 2013 general elections,” said Kit Siang.
“It is now for all Pakatan leaders to strive to save the coalition from disunity and disintegration, which will be the greatest tributes to both Anwar and Nik Aziz for their life-long struggle and commitment for justice, freedom, human dignity and national unity,” he added.

Rakyat paling untung, respons dua YB P.Pinang isu pilihan raya Kerajaan Tempatan
ENAKMEN Pilihan Raya Kerajaan Tempatan bagi mengadakan pilihan raya ahli majlis bagi Majlis Perbandaran Pulau Pinang (MPPP) dan Majlis Perbandaran Seberang Perai (MPSP) yang diluluskan di Dewan Undangan Negeri (DUN) Pulau Pinang pada 2012 mendapat reaksi mencemaskan banyak pihak.
Pemimpin tertentu Pembangkang Pulau Pinang seakan menyemarakkan semula dakyah kononnya langkah mengadakan semula pilihan raya peringkat Kerajaan Tempatan hanya akan mencetuskan peristiwa perbalahan kaum 13 Mei 1969.
Walhal, pilihan raya Kerajaan Tempatan kali terakhir diadakan adalah pada tahun 1964, iaitu kira-kira lima tahun sebelum tercetusnya 'tradegi hitam' 13 Mei.
Malah, dikatakan, iltizam demokratik untuk mengadakan semula pilihan raya Kerajaan Tempatan di negeri ini dikatakan bukanlah konsesus bersama ketiga-tiga parti yang menunjangi penubuhan Kerajaan Negeri sejak Mac 2008 hingga kini.
Fotojurnalis ZAINULFAQAR YAACOB cuba mendapatkan respons lanjut mengenai isu berbangkit ini daripada Exco Kerajaan Tempatan, Pengurusan Lalulintas dan Tebatan Banjir, Chow Kon Yeow, serta Wong Hon Wai, iaitu Setiausaha Politik kepada Ketua Menteri sendiri.
Kon Yeow berkata, idea mengadakan semula pilihan raya Kerajaan Tempatan ini digerakkan secara langsung oleh beberapa pertubuhan bukan kerajaan (NGO) selepas berlaku peralihan kuasa Kerajaan Negeri, pada bulan Mac 2008.
“Inisiatif ini susulan desakan NGO sendiri selepas Kerajaan Negeri yang baru ditubuhkan, tetapi, di Pulau Pinang nampaknya mereka senyap-senyap sahaja apabila kita dikecam kerana ingin memulihkan semula pilihan raya kerajaan tempatan.
“Kita bersetuju kerana rakyat paling untung jika pilihan raya Kerajaan Negeri diadakan semula di seluruh negara, bukan sahaja di Pulau Pinang kerana rakyat adalah pembayar cukai.
Kita memang mengotakan janji pilihan raya (Manifesto Pilihan Raya Umum Ke-12), dengan membawa draf pilihan raya Kerajaan Tempatan ke DUN (Dewan Undangan Negeri Pulau Pinang) hingga menjadi Enekmen,” ujar Kon Yeow yang juga Ahli Dewan Undangan Negeri (ADUN) Padang Kota baru-baru ini.
Kon Yeow bagaimana pun berkata Kerajaan Negeri hari ini masih mempunyai insiatif secara politik, walaupun Enakmen Pilihan Raya Kerajaan Tempatan (Pulau Pinang dan Province Wellesley) 2012 telahpun dideklarasikan sebagai “ultra-vires” di peringkat Mahkamah Persekutuan, susulan ditolak oleh Kerajaan Pusat pada beberapa tahun lepas.
“Jalan rundingan dengan Kerajaan Pusat telahpun dilakukan dan jalan perundangan dilakukan sejauh itu pun masih belum berjaya.
“Tetapi, kita yakin bahawa jalan politik di peringkat persekutuan melalui proses pilihan raya umum nanti masih ada untuk rakyat membuat pilihan,” jelas Kon Yeow lagi.
Di pejabatnya, Kon Yeow menunjukkan beberapa data mengenai demografi penduduk Melayu dan bukan Melayu bagi 49 pihak berkuasa tempatan (PBT) di tanah air ini.
Kesemua PBT itu adalah tiga bertaraf majlis bandar raya bagi Kuala Lumpur, Kota Kinabalu dan Kuching Utara, sembilan majlis perbandaran dan 37 majlis daerah.
Dewan Bandaraya Kuala Lumpur (DBKL) adalah kemajmukan kaum, dengan populasi Melayu berjumlah 49 peratus melebihi Cina (42.3 peratus), serta selebihnya India (10.3 peratus) dan lain-lain (0.9 peratus).
Katanya, hanya empat PBT dengan populasi didominasi Cina.
Pertama, kawasan Johor Bharu Tengah yang populasinya terdiri oleh 38.8 peratus Melayu, Cina (47.2 peratus), India (13.4 peratus) dan lain-lain (0.6 peratus).
Kedua, kawasan Ipoh yang terdiri oleh 39.8 peratus Melayu, Cina (45.5 peratus), India (14.5 peratus) dan lain-lain (0.2 peratus).
Ketiga, kawasan Subang Jaya yang terdiri oleh Melayu (42.3 peratus), Cina (44.7 peratus), India (12.4 peratus) dan lain-lain (0.6 peratus).
Keempat, kawasan Teluk Intan yang terdiri oleh 38.8 peratus Melayu, Cina 39 peratus, India (22 peratus) dan lain-lain (0.2 peratus).
39 PBT lain yang mempunyai populasi Melayu adalah mojoriti, termasuk dua dewan bandar raya bagi Kota Kinabalu (70.4 peratus), dan Kuching Utara (84.8 peratus); enam daripada sembilan majlis perbandaran bagi Johor Baru (54.1 peratus), Alor Setar (76.9 peratus), Melaka (60.6 peratus), Shah Alam (71.1 peratus), Kuala Terengganu (96.2 peratus); serta 31 daripada 37 majlis daerah termasuk Batu Pahat (53.4 peratus), Pasir Gudang (91.4 peratus), Muar (54 peratus), Sungai Petani (66.2 peratus), Kulim (63.6 peratus), Seremban (50.9 peratus), Kuantan (78.5 peratus), Temerloh (75.7 peratus), Taiping (53.4 peratus), Kangar (88.4 peratus), Klang (50.7 peratus), Dungun (97.3 peratus) dan Kemaman (95.2 peratus).
“Cakap-cakap pilihan raya Kerajaan Tempatan akan mengakibatkan semua PBT dikuasai Cina itu hanya tanggapan yang salah, mungkin berdasarkan pengetahuan pada era 1940-an atau 1950-an, di mana hanya Cina digambarkan mendiami pekan-pekan, manakala Melayu dan India masing-masing masih tinggal di kampung-kampung dan ladang-ladang.
“Berdasarkan demografi dan populasi penduduk yang mampu dicapaian sekarang sebenarnya menunjukkan bahawa hanta tiga PBT di negara ini dengan mojoriti Cina, iaitu Sibu (63.4 peratus), Kuching Selatan (62.5 peratus) dan (Majlis Perbandaran) Pulau Pinang (62.5 peratus),” jelas Kon Yeow lagi, sambil memberitahu bahawa semua populasi tersebut berdasarkan bancian 2010.
Bagi Hon Wai pula, Malaysia pada era 1950-an dan 1960-an sebenarnya telahpun diiktiraf berada di landasan perkembangan politik dunia, apabila proses pilihan raya peringkat Kerajaan Tempatan telahpun diadakan di tanah air ini semasa itu.
“Menafikan hak tiap-tiap rakyat Malaysia untuk kembali menggunakan kuasa undi ketiga sekarang ini seperti sebelum era 1960-an dulu adalah langkah terkebelakang dalam proses demokrasi global,” jelas Hon Wai yang juga ADUN Air Itam. Bagi Hon Wai, penafian kuasa ketiga melalui pilihan raya Kerajaan Tempatan di seluruh negara sebenarnya lebih menguntungkan parti-parti yang mendominasi Kerajaan Pusat sahaja, berbanding rakyat.
Katanya lagi, rakyat yang membayar cukai peringkat PBT akan lebih untung kerana kuasa undi ketiga mereka akan membentuk Kerajaan Tempatan, bukan lagi Kerajaan Pusat yang selama ini mengamalkan pemusatan kuasa secara berlebih-lebihan melalui konsep federalisme.
“Dulu, MPPP ada bas sendiri, tetapi permohonan lesen pengangkutan awam untuk mewujudkan bas percuma di seluruh Pulau Pinang kini tidak diluluskan oleh Kerajaan Pusat, dan inilah yang dimaksudkan dengan pemusatan kuasa secara berlebih-lebihan di peringkat Pusat.
“Sepatutnya PBT diberikan kuasa yang lebih untuk meluluskan lesen teksi, lesen bas dan hal perbandaran dengan dipantau oleh Kerajaan Pusat dan Kerajaan Negeri, barulah unsur-unsur tempatan yang dihasratkan oleh rakyat sebagai pembayar cukai boleh direalisasikan secara berperingkat.
“Permohonan lesen persendirian adalah kehendak utama majoriti pemandu teksi serta Persatuan Gabungan Pemandu Teksi dan Kereta Sewa Negeri Pulau Pinang sendiri, tetapi pusatan kuasa daripada Kerajaan Pusat lebih selesa mengeluarkan lesen (berkelompok) melalui syarikat-syarikat teksi tertentu.
“Pemandu teksi di Pulau Pinang lebih untung kerana diberi sembungan RM300 sebanyak dua kali tiap-tiap tahun sekarang kerana kehendak mereka lebih didengar oleh Kerajaan Negeri hari ini.
“Apa yang saya nak sebutkan di sini adalah ideanya bukan hanya mengembalikan semula pilihan raya kerajaan tempatan sahaja, tetapi merealisasikan proses disentralisasi kuasa kepada Kerajaan Negeri dan Kerajaan Tempatan di seluruh negara,” respons Hon Wai lagi.
Menurut Hon Wai, proses desentralisasi akan mengukuhkan maksud sebenar konsep federalisme, iaitu Kerajaan Pusat mengagihkan kuasa serta kewangan secara lebih adil kepada Kerajaan Negeri dan Kerajaan Tempatan demi membolehkan mereka menguruskan tanggungjawab masing-masing secara lebih saksama, cepat serta realistik sebagaimanan dikehendaki rakyat setempat.
“Percayalah bahawa amalan desentralisasi yang cuba dilaksanakan oleh Kerajaan Negeri hari ini dengan mengembalikan kuasa ketiga melalui pelaksanakan pilihan raya Kerajaan Tempatan akhirnya akan menguntungkan rakyat terbanyak, iaitu sebagai pembayar cukai,” jelas Wong Hon Wai lagi, senada dengan Kon Yeow.
