斥五议员弃投难获得信任， 槟首长政治秘书反击曼梳

5名槟州公正党议员在反填海动议放弃投票一事延烧，在槟州公正党表明全力支持5人后，槟州首长政治秘书黄汉伟强调，5人违背州议会前期会议的共同决定，形同背后插刀，怎能获得槟州政府尊重。
黄汉伟今日发文告，回应槟州公正党主席曼梳指，槟州公正党全力支持这5名议员一事。
他强调，这无关槟州政府能否包容异议，而是诚信与议员诚信问题。
“怎么公正党5名后座议员可以在没有通知政府的情况下，背弃了州议会前期会议里的共同决定？”
“这种突袭行为与背后插刀是没两样。他们并不尊重州政府的共同决定，试问州政府又如何能尊重他们呢？”
槟公正党支持五议员
5名公正党议员，于去年在反填海动议中放弃投票。槟州首长林冠英（见图）直言，两人背后插刀，所以撤销两人的官联公司职位。
《南洋商报》今日报道，曼梳昨日强调，槟州公正党、公青团和妇女组，全力支持在反填海动议中，放弃权票权的5名州议员。
曼梳说，5人在州议会内针对填海前征民意动议投弃权票并没有做错，他们都是以人民的权益为出发点，并非为了本身利益，不应该被诠释为干预行政。
他补充，该党总部日前也已声明，绝无干预槟州内政一事。
曼梳也说，针对这项喧嚷了数个月的弃投风波，该党将会寻策解决，最重要的是槟州政府与公正党还是需要向前看、继续向前走。

The Penang government can accept differing views but the main issue in the move by five PKR backbenchers, who abstained from voting against a Barisan Nasional (BN) motion last November, is about honesty and trust, says DAP rep Wong Hon Wai.
Wong, political secretary to Chief Minister Lim Guan Eng, said the five had gone against a collective decision made during a pre-council meeting before the state legislative assembly in November concerning the BN motion on land reclamation.
He said the PKR reps attended the meeting where it was decided that the BN motion would be voted down but did not tell anyone of their decision to abstain.
“Penang Pakatan Harapan assemblymen including the five PKR backbenchers attended a pre-council meeting before the commencement of state assembly and the meeting reached a decision to vote against (BN's) motion.
“Later, the five PKR backbenchers went against the collective decision and did not inform the government and their party colleagues in advance about their abstention votes.
“This is an ambush against their own government and no difference from back-stabbing. They must respect the state government just as they want the state government to respect them,” Wong said in a statement today.
Wong, who is also Air Itam assemblyman, was responding to news reports of Penang PKR chairman Datuk Mansor Othman defending the five.
Mansor yesterday said Penang PKR stood by the five elected reps who abstained from voting against the motion on land reclamation during the state legislative assembly sitting last November.
Mansor said they were merely voicing out the interest of the people and the state.
The five – Bukit Tengah rep Ong Chin Wen, Kebun Bunga rep Cheah Kah Peng, Batu Uban rep Dr T. Jayabalan, Penanti rep Dr Norlela Ariffin and Machang Bubuk rep Lee Khai Loon – had since then been repeatedly slammed by their DAP counterparts, particularly the chief minister, who had accused them of betrayal.
Ong and Cheah were recently removed from their director positions in the boards of state government linked companies chaired by Lim.
Wong also responded to a recent statement by Norlela, who referred to the codes of ethics of Pakatan Harapan to justify her abstention.
“I am very sure the Pakatan Harapan codes of ethics do not have such things as allowing back-stabbing,” he said. – February 29, 2016.

Lima Adun PKR belakangi keputusan awal mesyuarat

GEORGE TOWN, 25 FEB: Kelima-lima wakil rakyat PKR yang mengambil sikap berkecuali dalam usul UMNO yang boleh menyebabkan kerajaan Pulau Pinang muflis, membelakangi keputusan bersama dalam mesyuarat pre-council sebelum itu.
Ini kerana, Setiausaha Politik Ketua Menteri Pulau Pinang, Wong Hon Wai, berkata tiada bantahan dibuat mereka dalam mesyuarat pre-council sebelum sidang Dewan Undangan Negeri (DUN) Pulau Pinang pada November 2015 lalu.
“Sepanjang enam hari mesyuarat, Kah Peng dan keempat-empat ‘backbencher’ PKR tidak memberitahu rakan-rakan Adun dalam Pakatan Harapan sama ada dalam DUN atau secara persendirian bahawa mereka ada pandangan berlainan berhubung usul UMNO itu,” katanya.
Sebelum itu, Ketua Menteri Pulau Pinang Lim Guan Eng menegaskan, menyokong atau mengambil sikap berkecuali terhadap usul UMNO akan menyebabkan negeri itu terpaksa membayar pampasan terhadap penangguhan tebus guna tanah sekaligus berdepan risiko muflis.
Kata Hon Wai, tindakan lima Adun PKR itu termasuk Ahli Dewan Undangan Negeri (Adun) Kebun Bunga Cheah Kah Peng membelakangi keputusan bersama mesyuarat dan menyifatkannya tiada bezanya dengan pepatah ‘tikam belakang’.
“Jika Cheah Kah Peng ingin mengundi berkecuali, kenapa tidak membangkitkan perkara itu dalam mesyuarat?” katanya pada kenyataan media semalam yang menempelak dakwaan Kah Peng yang mendakwa tidak berpeluang menyertai perdebatan usul sebagai pembohongan.
“Speaker DUN Pulau Pinang, Datuk Law Choo Kiang memberi ruang dan masa mencukupi kepada ahli dewan untuk menyertai perdebatan yang berlarutan sampai pukul 11 malam selama beberapa hari.
“Tujuh Adun menyertai perdebatan dalam usul UMNO tetapi Kah Peng tidak menyertainya?” kata beliau.
Selain itu, beliau meminta Kah Peng menggunakan saluran undang-undang apabila mendakwa pelucutan jawatan sebagai Ahli Lembaga Pengarah dalam Perbadanan Bukit Bendera, tidak mematuhi undang-undang. -Roketkini.com

PKR rep can challenge GLC sacking in court, Penang CM aide says

GEORGE TOWN, Feb 25 ― PKR assemblyman Cheah Kah Peng can go to court to prove his claim that his sacking from the Penang Hill Corporation (PHC) had been illegal, DAP's Wong Hon Wai said.
The political secretary to the Penang chief minister also pointed out that Penang Hill is not under Cheah's constituency.
“The main operation of Penang Hill Corporation is not under the state constituency of Kebun Bunga.
“There is a voting centre on the peak of the hill, which is under the state constituency of Air Putih,” Wong said in a statement responding to Cheah's allegations against the state government.
Cheah, who is Kebun Bunga state assemblyman, yesterday claimed his removal from the state government-linked corporation (GLC) had effectively deprived his Penang Hill constituents of their constitutional rights, also labeling it a “big mistake” that may even be “illegal”.
Wong insisted, however, that the core area of Penang Hill is under his constituency, Air Putih, while other adjoining areas fall within the constituencies of Air Itam, Teluk Bahang, Pulau Betong and Kebun Bunga.
He said Cheah's argument that the voters of Kebun Bunga will be denied the opportunity to participate in the management of Penang Hill Corporation is unfounded.
He pointed out the Teluk Bahang and Pulau Betong state assemblymen were also not directors of PHC.
“Furthermore, Bukit Bendera MP Zairil Khir Johari is a director of PHC and he is rightly qualified to represent the interests of voters in Kebun Bunga as well,” he added.
He explained that the action against Cheah and fellow PKR assemblyman Ong Chin Wen was because they had failed to voice their objections in a pre-council meeting on November 4, 2015 when Penang Chief Minister Lim Guan Eng raised objection to the land reclamation motion by Umno.
“All the 29 Pakatan Harapan assemblymen attended the pre-council meeting and PKR backbenchers including Cheah did not voice their view or objected to Lim's stance,” Wong said.
He said the state assembly lasted for six days and Cheah neither raised his concerns on Umno's motion during that period nor informed the three PKR state executive councillors in the state government.
“Cheah did not participate in the debate during Umno's motion and Pakatan Harapan assemblymen came to know about his intention when he casted the abstention vote,” Wong said.
He called this a betrayal of trust and said it was no different from “a stab at the back”.
He also asked why Cheah failed to mention this at the pre-council meeting or during the six days of assembly sitting.
Cheah and Ong were recently removed from their posts in GLCs after they abstained from voting against the land reclamation motion proposed by Umno last November.

GEORGE TOWN: The political secretary of Chief Minister Lim Guan Eng has rubbished Kebun Bunga assemblyman Cheah Kah Peng’s allegation that his constituents are being deprived of their rights.
Cheah claimed that his removal from the Penang Hill Corporation (PHC) board was equivalent to depriving his constituents of their constitutional rights, and could be illegal.
“The argument that the voters of Kebun Bunga will be denied the opportunity to participate in the management of PHC is unfounded,” said Wong Hon Wai (pic).
“The main operation of PHC for instance, the multi-storey carpark, ticketing counter, train station and the track, the scenic view platform, hawker centre, hotel and restaurant are not under the state constituency of Kebun Bunga.
Wong said that the core area of Penang Hill is under the Air Putih state constituency.
“Other adjoining areas are from the Air Itam, Teluk Bahang, Pulau Betong and Kebun Bunga state constituency. The state assemblymen from Teluk Bahang and Pulau Betong are neither the directors of PHC.
“Furthermore, Bukit Bendera MP Zairil Khir Johari is a director of PHC and he is rightly qualified to represent the interest of voters in Kebun Bunga as well,” Wong said.
Cheah was one of two PKR assemblymen who were sacked from Penang government-linked companies recently because they abstained from voting on a land reclamation motion tabled by Umno at the state assembly in November last year.
The other assemblyman is Bukit Tengah representative Ong Chin Wen, who is also Penang PKR whip. He lost his director's posts in Invest Penang and Island Golf Properties Bhd, a subsidiary of Penang Development Corporation.
Wong said Lim had stated the stance of the state government to oppose the motion raised by Umno during a pre-council meeting on Nov 4 last year, before the state assembly sitting.
“The PKR backbenchers including Cheah did not voice their views nor objecting to it. All the 29 Pakatan Harapan assemblymen attended the pre-council meeting with the exception of Penanti assemblyman who was on medical leave,” he added.
The other PKR backbenchers who abstained from voting on the Umno motion were Dr Norlela Ariffin (Penanti), Dr T. Jayabalan (Batu Uban) and Lee Khai Loon (Machang Bubuk).

槟首长政治秘书驳谢嘉平, 称马后炮合理化弃权行为

植物园州议员谢嘉平昨天打破沉默，回应被革职风波，唯槟州首长政治秘书黄汉伟旋即反驳其说法，并挑战其采取法律行动来证明升旗山机构的决策不合法。
“如果谢嘉平认为，其被解除升旗山机构董事职务不合法，那么他可通过法律途徑来验证其说法。”
否认剥夺选民参与发展
黄汉伟今天发文告说，升旗山机构的主要营运范围，如山脚下多层停车场，购票中心，缆车轨道，山顶的各项设施包括观景台，小贩中心，酒店餐厅等都不是在植物园州选区范围内。
住在升旗山顶上或半山的居民都是在山顶投票站投票，他们并非植物园州选区选民。
“升旗山的核心主要范围是阿逸布爹州选区，其他为周边可上升旗山的有阿依淡，直落巴亨，浮罗勿洞及植物园。”
因此，他说，谢嘉平所言“剥夺植物园选民参与升旗山的发展”的论调並不成立，因为直落巴亨及浮罗勿洞州议员皆不是升旗山机构董事。
“升旗山区国会议員再里尔也是现任升旗山机构董事，他理所当然可代表植物园选民。”
没在会议发表反对意见
黄汉伟接着指出，在去年州议会开始前，槟州希望联盟州议员在11月4日皆出席了一项前期会议 （pre-council）。会议中，他们讨论了州议会的所有事务，首长也宣布州政府会反对巫统的动议。
“除了诺丽拉州议员请病假，全体29名希望联盟州议员皆出席会议。4名公正党州议员，包括谢嘉平当时并没有对槟州政府的立场，表达他们的意见或反对，也没有意见不合。”
“槟州州议会一共开了6天，巫统的动议是在最后一天即去年11月20日辩论。在长达6天的会议里，谢嘉平及其他4位公正党后座议员不曾在议会里，或议会外告知其希望联盟州政府同僚，有关他们对于巫统动议的意见，甚至没有照会公正党三位行政议员。”
“公正党5位州议员没有參与巫统动议的辩论，政府同僚只在他们放弃权票时得知他们的计划。现在谢嘉平马后炮，企图事后合理化其弃权动作，並非是一个有担当的行为。”
促成公听会是个人想象
黄汉伟坚持，谢嘉平在没通知政府的情况下，背弃了州议会前期会议里的共同决定，是一种背弃信义的举动，与背后插刀没有分别。
“如果公正党五人要投弃权票，为何在前期会议里没有提及？为何在州议会开会6天期间並没通知政府同僚？如有的话，州政府同僚肯定会与他们讨论。”
“谢嘉平在昨天在记者会上声称，他在州议会没有机会站起来发言，那根本就是睜眼说瞎话，意图剑指属于於同党的议长。毕竟，槟州议会议长刘子健已给予充裕的时间及空间予朝野议员参与预算案及动议辩论，会议甚至有几天挑燈到晚上11点，共有有7名议员参与辩论巫统提呈的动议，但谢嘉平没有参与辩论。”
“他声称，他促使召开公共交通藍图的公众说明会，那是不確实及他个人的想象。因为他在动议辩论时沉默不言，不曾在议会里提出此事。”
黄伟益炮轰谢纪律涣散
另一方面，槟州民主行动党宣传秘书兼丹绒区国会议员黄伟益也发文告炮轰，谢嘉平迄今无法交待为何投弃权票，甚至还不知悔改要槟州政府纠正革除升旗山机构革除其董事一职的决定和道歉，难免让人对后者彻底失望。“谢嘉平指投弃权票属于他个人的决定，显示他是个纪律涣散的议员。至于记者询问谢嘉平是否事先通知党，他竟然说不记得，还要再三确认，难道谢嘉平要印证人民公正党党不像党，反而更像是一个乱党吗？”
“对于一个如此重要的决定，若谢嘉平连是否有通知党都不记得，而且辩称这是个人的决定，只能证明谢嘉平只愿逞个人英雄，即使最后陷公正党于不义也不在乎。”
针对谢嘉平指他乐意会晤槟首长林冠英，黄伟益表示，事实上有党领袖曾劝他尽快针对此事会晤首长，但他却完全无动于衷。
“他连基本立场都搞不清楚，也无法交待为何跟其他同僚采取完全不一致的立场，事前有没通知党也不记得，事后是否愿意会晤首长也不肯讲实话，看来选民乃至槟州人民都要对他摇头叹息。”
给两人机会但不知悔改
黄伟益表示，槟州政府可以接纳异议，但作为执政联盟的一员，谢嘉平须敢于表达其立场。谢嘉平可以在槟州立法议会召开前、首长召集希望联盟议员的会议或者在州立法议会参与辩论，清楚表达立场并争取其他希盟同僚支持。
“但是，他不只没有这样做，连参与辩论的机会都舍弃，只是趁最后一刻投票时才来投下弃权票，若这不是背后插刀，难道是民主真谛吗？谢嘉平同样无法解释，为何他跟其他4位来自公正党议员，会采取跟同僚州行政议员及副议长完全不一样的立场？”
“一个党两种立场，这根本就是民主政治的大笑话！谢嘉平不愿跟从大队而要逞个人英雄，平时不热衷于选区事务，反而热衷于拍摄电影、一直发明星梦，甚至在关键时刻还要对人民公正党背信弃义，对希望联盟背后插刀，任何有理性的选民都不会任由其本身议员肆意妄为。”
他说，行动党支持槟州政府革除谢嘉平及王敬文在官联公司的董事职。而且，槟州政府迟至今年1月才采取行动，证明已尝试给两人机会及很长的时间，但他们不知悔改却还要对本身违反理性的行为坚持到底，最终必然要付上所需的政治代价。

Wong Hon Wai, who is Lim's political secretary, in saying this today added he was baffled over the action of Kebun Bunga assemblyman Cheah Kah Peng.
Wong said, in a statement, that the meeting was attended by 29 Pakatan Harapan (PH) assemblymen, with the exception of Penanti assemblyman Dr Norlela Ariffin who was on medical leave, to discuss matters related to the six-day state assembly sitting held from last Nov 27.
He was disappointed with Cheah and the PKR backbenchers as they did not raise any doubts when Lim stated the state government's stance on the BN motion on land reclamation issues last year.
He said Cheah had ample time to voice his views and concerns as the BN motion was set for the last day of the assembly sitting.
