网络发达易获资讯,图书馆走向没落?

圖書館是一個藏書豐富的知識寶庫,過去年代更是貧窮學子溫習功課和閱讀的寶地。
隨著時代變遷,科技發達導致網絡、電腦與手機等科技產品普及化,只要一“機”在手就能獲取各方面資訊,此方便使一些社區圖書館人潮漸少,甚至走向沒落。
許多群眾都認為,圖書館是民眾尋找知識及研究學問的基本設施,政府不應關閉,而是通過適當的宣傳和轉型,勿為了節省開支而讓檳州成了文化沙漠!
目前全檳共有105間圖書館,位於詩布朗再也的檳州公共圖書館為中央圖書館,另外州內5縣都設有公共圖書館,分為位是於蘇格蘭路的喬治市圖書館及兒童圖書館、浮羅山背圖書館、大山腳圖書館、爪夷圖書館和柏淡圖書館。
除了上述的大型圖書館,政府圖書館在州內各小鎮及鄉間尚有86間微型圖書館、12架流動圖書館(包括1架流動電子圖書館)及2架障友圖書館。
檳州公共圖書館遴選、報廢與採購委員會成員黃漢偉自小因家裡地方窄小而經常“浸泡”在打槍鋪圖書館,也因為有了這個圖書館造就了今日的他。
“我是在打槍鋪組屋長大的孩子,以前的家庭都有很多小孩,也因為家裡地方窄小,大家都愛往圖書館去。”
黃漢偉說,打槍鋪圖書館雖然只是一個社區圖書館,但是多年來也栽培了不少人才,包括醫生、律師、工程師等專業人士。
他感慨,如今會到社區圖書館的年輕人數確實越來越少,相信是因為社區人口老化,當年的學子如今已長大成人並搬離鄉區,因此需要圖書館的人數越來越少,間接的影響了社區圖書館的人潮,也導致社區圖書館走向沒落。
黃漢偉一家五口都是愛書人,雖然已不再使用打槍鋪圖書館,但他和家人都是喬治市圖書館的會員,本身每個月平均都會到圖書館兩次。
他說,圖書館依然是個閱讀的好地方,就像喬治市圖書館每年還是有很多的學生和退休人士到哪裡閱讀和溫習,會員人數也逐年增加。
根據統計,檳州公共圖書館會員人數截至今年7月份共有50萬2607人。檳州公共圖書館在2010年的會員人數共有35萬1811人,2011年只增加了3449人,不過2012年至2015年,會員人數每年增加超過3萬人,今年截至7月份已增加了1萬5835人。

檳政府設2大新方向

黃漢偉說,州政府隨著時代變遷為州內圖書館設下了兩大新方向,分別是位於檳威兩地設立“林肯角落”(Lincoln's Corner),以及全新開設的數碼圖書館。
他說,檳城是全馬唯一一個擁有兩個“林肯角落”的州屬,一個位於喬治市,另一個位於詩布朗再也。
“林肯角落由美國駐大馬大使館支持,他們每年都會撥款及捐書給該角落,以增加藏書。”
“林肯角落”的書籍大多數是由美國駐大馬大使館捐出,內容關係到美國社會、文化藝術、政經、金融貿易、教育、生物科技與價值觀等。
對於社區圖書館,黃漢偉說,檳島共有5家社區圖書館由檳島市政廳管轄,分別位於丹絨武雅、打槍鋪、峇都蘭樟、峇央峇魯及敦沙頓花園。
他指出,目前峇都蘭樟圖書館及打槍鋪圖書館處於關閉的狀態,其中峇都蘭樟圖書館正進行提升工程,而打槍鋪圖書館則在整頓中,預料分別將在10月和9月重新開放。
他說,早前打槍鋪圖書館樓下幼兒園因需進行裝修工程,因此暫時借用圖書館作場地,目前裝修工程已完成,幼兒園也已遷出圖書館,惟圖書館需要重新整頓後才能再次開放。
位於峇都蘭樟巴剎樓上的圖書館則在進行提升中。檳島市政廳休閒、旅遊及國際關係主任拉西達受訪時指出,峇都蘭樟圖書館內一些設施已經損壞,必須暫時關閉以進行油漆與修復工作。
她說,有關圖書館是在今年齋戒月期間關閉,預料提升工程將在下個月完成並重新開放。
檳島市議員張君儀說,峇都蘭樟圖書館早前是學生讀書的好地方,當年該區的學生都是依靠這個圖書館來學習。
她說,近年來使用該圖書館的人數越來越少,這讓她相當遺憾,不過她市政廳正計劃修訂有關圖書館的作業方式,也計劃透過舉辦活動等方式讓民眾知道圖書館的存在及吸引民眾使用。
檳州華人大會堂圖書館主任林巧鸞認為,籌辦一個圖書館其實並不容易,它需要耐心和堅持才能持久。
她坦言,在電腦普及化後,該會圖書館的人潮已不比往年,但是圖書館是許多人尋找精神糧食的地方,館方會堅決的辦下去。
《光明日報》記者抽樣訪問數家社區圖書館後發現,許多民眾根本不曉得該區內擁有圖書館。無論如何,民眾都認為,社區圖書館應該繼續保留,也希望地方政府加以宣傳,讓更多學子知道圖書館的存在,而不只是空置在一個角落。
打槍鋪鄉村發展委員會主席駱榮金說,打槍鋪圖書館在10多年前很受學生的歡迎,許多學生都愛到那裡溫習功課和閱讀,圖書館有電腦,是個學習的好地方,直至3、4年前,使用圖書館的人數漸少。
“當年到圖書館的學生很多,除了打槍埔的居民,也有外來學生經常結伴而來。”
駱榮金說,打槍鋪圖書館麻雀雖小五臟俱全,裡頭除了擁有寬敞的學習空間,該有的基本設施如桌椅、書籍等都相當齊全,館內甚至還有電腦與複印機設施。
他指出,該圖書館可容納約逾60餘人,現在圖書館少人問津讓他覺得相當可惜,希望當局加以宣傳,讓圖書館恢復生氣。
陳家琪(22歲,小販)說,一般上家境不太好的巫裔學生會到社區圖書館讀書,她本身雖不曾到那裡學習,但圖書館還是貧窮學子學習的最佳環境。
居民陳淑雁(22歲,沙大工業心理學系學生)說,她在中學時期就是使用社區圖書館溫習的。她說,圖書館環境必須安靜,勸告愛喧鬧的同學自律,勿干憂其他同學溫習。

GEORGE TOWN: The coffeeshop in Jalan Thean Teik in Air Itam here is abuzz with excitement.
Just an hour before the start of the game which will see his son, national shuttler Chan Peng Soon competing in the mixed doubles finals of the Olympic Games, Chan Chee Kong, 57, and his friends have already gathered and settled in their chairs comfortably.
Their eyes are trained on a flat-screen television erected on the wall beside an altar.
Chee Kong was spotted chatting with his friends, smiling once in a while to press members who are already on standby.

Chee Kong said his wife, younger son and other family members were getting ready to watch the match at a live screening in Gurney Paragon Mall, where Chief Minister Lim Guan Eng will also be present.
"I'm a low profile person, so I chose to watch it here.
"Also, this is the place where I always watch badminton with my friends," he said when met.
A calm looking Chee Kong, who is also an avid badminton player himself, said he taught Peng Soon how to play badminton since he was five or six years old.
"This is my first time watching a game with the media and all the YBs.
"Let's just hope for the best," he added.

Youth lead the world

The latest issue of Catholic paper Herald’s front page is about the Pope Francis attending the World Youth Day 2016 in Poland. The media reported that 3 million of people attended this one–week long event. The World Youth Day led by Catholic Church, started in 1985 where the event is held once every three years. Next event will be held in Panama, Central America in 2019.
The United Nation’s International Youth Day originated in United Nation Assembly in 1999, which is slower than the Catholic Church. United Nation Assembly set 12 August as International Youth Day. The theme for this year is: The Road to 2030: Eradicating Poverty and Achieving Sustainable Consumption and Production.
I read the United Nation Secretary-General Ban Ki-Moon’s speech made in conjunction with the International Youth Day published in The Star. He gave a very important sentence: “If youth can die in wars, they can discuss peace.” He announced the setting up of a special consultative group formed by young people to brief the United Nation on how to promote peace and development.
Malaysia has fixed its Youth Day on May 15. I am unable to make many comments on this as activities and speeches are both unimpressive.
The World War II has destroyed the old economic order. After peace is restored new economic order is established. Similarly, a new global order is appearing in this era, going to replace the existing economic order. The fourth industrial revolution has arrived. The entire manufacturing and business models are undergoing thorough change. Our education system must be making relative revamp to new changes. Otherwise the competitive edge of a country may decline.
I once visited the Silicon Valley in San Francisco’s Bay Area and the Optics Valley in Wuhan, China. Those international corporations hire thousands of high-end technology experts attracting young people throughout the world to work there.
There are many Malaysians who seek for better job opportunities and economic encounter outside Malaysia. They are all over the world. It is a great challenge to draw them back to Malaysia and Penang.
Among 30 classmates of mine from primary school, 10 of them are working in overseas. More than 10 of them remain in other states in Malaysia. Another 10 remain in Penang. Among my secondary school classmates, many are in overseas and other states in Malaysia instead of remaining in Penang.
A good political system, fair economic opportunities, friendly migration system, education opportunities with global vision may lure talents back home. Penang, compared to other states, is more attractive to draw talents to return home. An optimistic expectation would be seeing them returning to serve Penang with their broad experience. Another practical version would be since they have opted to settle down in other places, they can also help Malaysia to open doors and market in overseas.
In this month I have attended two activities involving youth. I have also delivered speeches to youth leaders. One is the counselling session for new students studying in University of Malaysia while the other is secondary school youth leadership camp in Penang. I said the Penang state government intends to shape Penang into a vibrant, fun and positive city. The Penang Government has paired up with the private sectors to have famous mural, the Tech Dome Penang in Komtar, paradise, Entopia and others for youth to learn about latest updates and new technology.
After 10 to 20 years, the youth would be leading the society and the country. They can only shoulder the responsibility if they undergo good education and social experience.

不因林马惠持异议而开除, 首长政治秘书促别玩政治

槟州首长政治秘书黄汉伟促请槟岛市政厅市议员林马惠停止玩弄政治,即挑战槟州首长林冠英若不满其持有异议,则可以抄掉他。
黄汉伟今天发文告指出,槟政府不会开除林马惠。
“要是‘持有异议’是革除林马惠的市议员、槟城研究院董事及槟州交通理事会成员职的正当理由,他早在很多年前就被开除,而不是至今还能够继续维持着他被委任的职位。”
“槟州政府不会因为林马惠持有异议而开除他。”
“无论如何,人民将会自行判断,即便我们已表明会对林马惠持开放和透明的态度,他仍一意孤行在没知会我们的情况下状告联合国教科文组织,而朝州政府背后插刀的行为,究竟是不是专业及符合伦理?”
为何暗中状告联合国?
黄汉伟指出,林马惠(见图)在勇于发表异议逞英雄之际,却试图掩盖本身虽受到政府的委任而同属槟州政府的一员,却在没有知会槟州政府的情况下,暗地里致函联合国教科文组织告状的事实。
“为什么林马惠这么害怕知会州政府,他已经向联合国教科文组织告状,投诉社尾将有交通枢纽,置乔治市世遗地位于不保的风险的事?”
“社尾是总值270亿令吉槟州交通大蓝图计划之交通枢纽的一部分。而交通大蓝图将兴建公共交通,如轻快铁来解决交通阻塞问题。”
对槟论坛纵容感遗憾
黄汉伟指出,槟州政府向来在公布资讯方面,对林马惠开诚布公。因此,后者在没有知会槟州政府的情况下,向联合国科教文组织投诉,等于是不正当、不专业及缺德的行为。
他说,槟州政府有意与全部相关单位合作,解决有关交通大蓝图所出现的问题。
“但是,当槟州政府因为相信他而全面提供他所需要的资讯之际,林马惠却在没知会州政府的情况下,先发制人地大肆批评交通大蓝图及建议中的交通枢纽,简直形同背后插刀。”
“槟州政府也对槟城论坛纵容林马惠在没通知州政府的情况下,致函联合国的不正当行为感到遗憾。不仅如此,他在考古评估没有完成前,还继续攻击社尾的交通杻纽建议。”
交通杻纽社尾可共存
黄汉伟指出,槟州政府相信,交通杻纽和社尾可以共存。
“林马惠这种先发制人向联合国科教文组织投诉的做法,可能会破坏整个交通大蓝图,让联邦政府有机会以‘联合国科教文世遗区地位受威胁’为由,拒绝槟州交通大蓝图。”
“槟州交通大蓝图对解决交通阻塞问题非常重要,我们完全无法理解,槟城论坛为何举莫实得建筑从12楼减为5楼,而导致槟岛市政局(现槟岛市政厅)必须赔偿 2000万令吉的课题作为案例。因为批准这项在古迹区建造12楼建筑的是前朝国阵政府,不是现任州政府。
“然而不知何故,前朝国阵政府犯下的各种过错,竟然被挪用来怪罪现任州政府。”
林马惠因代表槟城论坛致函联合国,而遭致槟州政府的批评,他表明不怕丢官职,同时奉劝其他槟岛市议员同僚要说真话。
