 Buletin Mutiara / December 27, 2021

Sekolah sekitar Parlimen Bukit Bendera terima sumbangan

Wong Hon Wai Says Food Items Are Becoming More Expensive

 Malaymail / 21 Dec 2021

Rising cost of ingredients and operating costs - a concerning

issue among coffee shop owners - Amanda Yeo

DECEMBER 21 ― The revocation of liquor licences for sales of alcoholic beverages on December 7 is indeed a relief to many coffee shop owners. However, the rising cost of ingredients and operating costs are other challenging issues to resolve.

Nowadays, main ingredients such as condensed milk and evaporated milk to make coffee or tea, vegetables, poultry, eggs and other food items are becoming more expensive.

According to Bukit Bendera Member of Parliament (MP) YB Wong Hon Wai, the price of a cabbage had gone up from RM7 to RM16 per kilogramme (kg) and “sawi pendek” at RM9 from RM3 per kg previously.

Not only did the price of vegetables witnessed a 200 per cent increase recently, but the price of chicken also rose from RM8 to RM10 per kg.

While the price of grade A eggs had been pushed up from RM10 to RM12 a tray, Yip Yoon Chong, a coffee shop owner based in Ipoh, informed The Star on November 24, 2021, that the price of a carton of 48 cans of condensed milk increased by RM10, which is from RM100 to RM110.

In addition, the Malaysia Singapore Coffee Shop Proprietors General Association President Wong Teu Hoon revealed the foreign worker salary has risen from RM1,200 to RM1,650. And the annual agency fee has shot up from RM6,000 to RM9,500.

As operating costs ranging from salaries of employees, rent, utility charges and cooking gas are relatively higher, coffee shop owners, in general, are not motivated to hire local workers under the current climate. Local workers will demand higher monthly salaries than foreign workers as they still have car and housing loans, for instance, to pay off.

Continuously rising cost of ingredients and operating costs have left coffee shop owners with no choice ― but to increase the price of beverages by 60 sen the most from January 1, 2022 onwards.

Coffee shops in rural areas will increase the price of their beverages by 20-30 sen whilst the coffee shops in urban areas are anticipated to go for an increment of 40-60 sen.

As more money is required to spend essential items (ie., food, water and shelter), hardcore poor and B40 households in the urban areas might choose not to order drinks in coffee shops. Unlike rural citizens who still could earn their livings through farming, urban citizens are relatively vulnerable in securing jobs with decent pay during the on-going uncertainty.

Hence, there is an increasing concern that when people have less money to spend out of their pocket, they would be less likely to visit coffee shops for more expensive meals. When fewer customers dine in at coffee shops, owners could probably only break even from the daily sales or continue to suffer losses.

Sabahans and Sarawakians, in particular, are feeling the pinch even more as the cost of living in both Sabah and Sarawak is relatively higher than in the peninsula.

Even though the cabotage policy was rescinded in 2017 in Sabah and Sarawak, which allows foreign vessels to land at Sabah and Sarawak ports directly, this has not resulted in a lower cost of living.

Foreign ships from the Far East such as South Korea, Japan, Taiwan and China with smaller quantities of exports destined for Sabah and Sarawak still have to transit in Port Klang, the national shipping hub first before heading to Sabah and Sarawak.

This implies a higher cost as the foreign cargo meant for Sabah and Sarawak have to go through a longer supply chain transporting fast-moving consumer goods (FMCG), which includes shipping agents and forwarders, truckers and shipping lines.

As a result, the prolonged process of delivering goods from the Far East to Sabah and Sarawak has, in turn, dampened cost competitiveness, which contributes to raising the cost of living in Sabah and Sarawak up to 30 per cent compared to the prices in Peninsula due to higher shipping freight costs.

Besides a smaller trade volume, other factors contributing to higher price levels in Sabah and Sarawak are weak distribution channels, high handling charges, inefficient inland transportation, the inefficiency of port operations and underdeveloped infrastructure in Sabah and Sarawak.

Although the issue of cost of living has been brought up by industrial players, Opposition parties and even non-governmental organisations (NGOs) in Sabah and Sarawak for years, the price disparity between East and West Malaysia still persists.

By narrowing the pricing gap between East and West Malaysia, the coffee shop owners in Sabah and Sarawak could enjoy lower ingredient and operation costs, giving them the chance to recover losses from previous lockdown measures.

During these unprecedented times, EMIR Research would like to suggest to the current administration to implement the following policies to reduce the financial burden among coffee shop owners in terms of ingredients and operation costs:

1. Increase crop diversification and produce high-quality agricultural products within Malaysia to reduce dependence on high-valued imported ingredients. Sabah and Sarawak, which covers 60% of the nation’s cumulative land area (ie., 198,354sq km), could potentially develop as Borneo food hub to fulfil local demand.

2. Provide seeds, fertilisers and pesticides related subsidies paid directly to the farmers through a coupon system.

For instance, the paddy farmer can use the coupon to buy high-quality seeds from any vendor or company. The vendor also can use the coupon to claim payment from the government. Not only this approach would create healthy competition among vendors, but it also would stimulate agricultural activities. At the same time, it would motivate farmers to produce high-quality agricultural products with sufficient quantities for domestic needs, especially among coffee shop owners.

3. The Federal Agricultural Marketing Authority (FAMA) and related government agencies can assist rural farmers in transporting agricultural products to major cities of Malaysia.

4. Upgrade Sepanggar Bay Container Port (SBCP) in Sabah and Bintulu Port in Sarawak as National Load Centres (NLCs) by creating a dual gateway policy with Port Klang covering the western hemisphere and both Sabah and Sarawak covering the east.

5. Implement a freight equalisation programme like Tasmania, Australia, to reduce the price of goods in Sabah and Sarawak.

Hopefully, Prime Minister Datuk Seri Ismail Yaakob would also address the critical issue of the price disparity between East and West Malaysia as Chairman of the National Action on Cost of Living.

Lastly but not least, the government should also ensure that the Jualan Keluarga Malaysia also extends to coffee shops and food and beverage businesses that mainly service the B40 and lower M40 consumer segment groups in the Klang Valley, Penang and other urban conurbations.

Wong Hon Wai Asked Framework For The Country’s Climate Change

 FMT / December 8, 2021

Ulu Muda Basin Authority not for us to decide, says ministry

The Ulu Muda forest reserve is the source of raw water for Kedah, Penang, and Perlis. (Youtube pic)

PETALING JAYA: The environment and water ministry has rejected a proposal to set up a Ulu Muda Basin Authority, saying land and water are state matters.

The Penang Water Supply Corporation had proposed the authority, which it said should be an independent statutory body parked under the ministry, to preserve the Ulu Muda water catchment area.

This follows the recent announcement by the Kedah government that it would be opening 25,000ha of the reserve for logging activities.

In a written reply to Chow Kon Yeow (PH-Tanjong), who asked what action was being taken to preserve the Ulu Muda forest reserve, the ministry said it would be seen as encroaching on the states’ powers if it set up the authority.

It called on the Penang and Kedah governments to resolve the water issue between themselves through negotiations to identify the best solutions, saying it would be ready to play the mediator role.

On climate change, the ministry told Wong Hon Wai (PH-Bukit Bendera) it was in the early stages of developing the framework for the country’s climate change laws.

The framework, expected to be completed early next year, would be fundamental to the development of the Climate Change Act, expected to be tabled in Parliament in 2025.

The ministry also said it was amending the Biosafety Act 2007 (Act 678) to create specific provisions on liability and redress that would provide the affected parties the right to make claims to the responsible parties. The revision and amendments were expected to be completed by mid-2023.

The Biosafety Act empowers the ministry’s biosafety department to enforce and regulate the release, import, export and limited usage of living modified organisms (LMO) created from modern biotechnology.

Wong Hon Wai Has Questioned The Effectiveness of Special Envoy Appointments

 The True Net / December 7, 2021

Opposition MPs question special envoy appointments

The DAP MP for Bukit Bendera Wong Hon Wai has questioned the effectiveness of special envoy appointments, in particular the two MPs who were recently appointed as special envoys to China, and Japan, South Korea and Taiwan.

Wong raised this question during the debate session in Parliament today seeking clarification on Progressive Democratic Party’s Bintulu MP Datuk Seri Tiong King Sing being appointed as the special envoy to China while also holding other government positions.

“I am rather curious about the recent appointments of special envoys, such as the Bintulu MP as special envoy to China.

“I want to ask the minister, because the day before yesterday, he (Tiong) also announced his candidacy for the Dudong state seat in Sarawak.

“What capabilities does he have that he is able to hold the position of MP and also special envoy to China under the Prime Minister’s Department, and now, he is asking to work as an assemblyman in the Sarawak state assembly?” Wong said.

Wong also further questioned other appointments such as Serian MP Datuk Seri Richard Riot Jaem, who is special envoy to Japan, South Korea and Taiwan, as well as Maran MP Tan Sri Abdul Hadi Awang as the Special Envoy to the Middle East and MIC president Tan Sri SA Vigneswaran as special envoy to South Asia.

“These kinds of appointments seem to be a waste of taxpayers’ money because there is no significant contribution, or whether they have been able to bring in any foreign investment for the country,” he said.

Similarly, Jelutong MP RSN Rayer, in his debate speech, also lamented the appointment of Vigneswaran as another special envoy.

Vigneswaran was appointed as special envoy to South Asia by Prime Minister Datuk Seri Ismail Sabri Yaakob last month.

“At the same time, I also want to ask the minister: What is the aim of appointing all the special envoys?

“I have raised this matter several times in this House. On the appointment of MIC president Tan Sri Vigneswaran as the South Asia special envoy.

“Would his post improve the minister’s work or further improve the trade between South Asian nations and Malaysia?

“So, I seek an explanation. For me, this is a waste,” he said.

Wong Hon Wai asked Azmin To Explain The Issue Of Brought His Family Official Trips Abroad

 The Vibes / 07 Dec 2021

No family members came along on official UK trip: Azmin

Visit to United Kingdom approved by cabinet, complied with rules, says minister

Datuk Seri Azmin Ali says those who went on the official trip to the United Kingdom were required to attend a meeting with the cabinet and present every detail of the delegation list, with total allocations, expenditures, and destination.

KUALA LUMPUR – Amid controversy over official trips abroad by government officials and ministers, International Trade and Industry Minister Datuk Seri Azmin Ali today denied allegations that he had brought his family along with him.

The issue began after R.S.N. Rayer (Jelutong-PH) questioned Azmin as to whether he brought his family along during an official trip to the United Kingdom.

However, Rayer was immediately reprimanded by Dewan Rakyat Speaker Tan Sri Azhar Azizan Harun, where the latter emphasised that the Jelutong MP’s queries were outside the scope of the Budget 2022 committee level debates.

Wong Hon Wai (Bukit Bendera-PH) then intervened to point out that official trips abroad were in fact detailed in the budget, and the minister should provide an explanation to the queries, prompting Azhar to leave it to Azmin as to whether he would like to answer.

In response, Azmin slammed Rayer for attempting to shift the focus of debates before explaining that all ministry-sanctioned trips require approval from the cabinet and comply with all financial rules and regulations.

“Before the trip was approved, we were required to attend a meeting with the cabinet and present every detail of the delegation list, with total allocations, expenditures, and destination.

“These have all been consented to by the cabinet according to the financial regulations and procedures.

“I deny all the allegations Jelutong had brought up,” Azmin added.

Wong Hon Wai Mengatakan Lantikan Duta Khas Tidak Mendatangkan Kebaikan Kepada Negara Malah Hanya Sekadar Pembaziran

Utusan Malaysia / 7 Disember 2021

(PARLIMEN) Lantikan Duta Khas hanya pembaziran – Hon Wai

                                                                            ABDUL HADI AWANG

– UTUSAN ONLINE

Wong Hon Wai Asked Graduates Who Had Completed In Medicine in IPTA and IPTS Whether Exceeded The Job Market Demands

 FMT / December 2, 2021

Close to 3,000 medical students graduated in 2020, says minister

The current intake capacity for various medical programmes has been fixed at 4,820 students, according to Noraini Ahmad. (Rawpixel pic)

KUALA LUMPUR: A total of 2,967 medical students graduated from higher learning institutions in 2020, says higher education minister Noraini Ahmad.

She said from this total, 958 graduates were from public universities (IPTA) and 2,009 from private institutions of higher learning (IPTS).

Noraini was replying to a question from Wong Hon Wai (PH-Bukit Bendera) on the number of graduates who had completed their studies in medicine in IPTA and IPTS from 2020 to 2021 and whether this number exceeded the job market demands.

He also asked what strategies had been implemented by the ministry to ensure there was a healthy balance between the job market and the country’s aspirations.

Noraini told the Dewan Rakyat that to ensure this, her ministry was closely monitoring the intake of students who took up medicine.

“Currently, this is determined based on the capacity of universities and the quota set by the Malaysian Medical Council.”

She said that under the health ministry’s 2016-2020 strategic plan, there was a target ratio of one doctor for every 400 citizens by 2025.

“To achieve this ratio, there needs to be an average of 4,000 new doctors every year,” Noraini said.

She added that her ministry will assess the intake capacity of medical students at public and private institutions of higher learning every five years.

“This is done based on the stringent assessment by the Malaysian Qualifications Agency to ensure the number of students is reasonable and according to the current needs of the country.

“The current intake capacity of medical students at all institutions in the country is 4,820 students.”

Noraini said the ministry was updating the approval mechanism for the establishment of new faculties and the offering of medical programmes through the establishment of the Technical Committee for the Bachelor of Medicine and Bachelor of Dental Surgery programmes.
