Wong Hon Wai Meminta Pemimpin UMNO Penjelasan Sebab Tidak Hadir Ketika Sesi Pengundian
Utusan Malaysia / 27 Mac 2022

Wong Hon Wai Asked Health Ministry When The White Paper Would Completion and Tabled in Parliament
The Vibes / 15 Mar 2022
Chronically underinvested: white paper to highlight sub-par MoH, says Khairy
KUALA LUMPUR – The severe lack of federal allocation for the Health Ministry is one of the main components of the health white paper currently being prepared and expected to be tabled at Parliament later this year.
Health Minister Khairy Jamaluddin told the Dewan Rakyat that given Malaysia is an upper middle-income nation, the annual investment for its public health system is well below optimum.
“In fact, I can say that there is a chronic underinvestment in our health system,” he said, in reply to Wong Hon Wai (Bukit Bendera-PH) during Question Time today.
Wong had asked if the white paper would address the problem of underinvestment, noting long-standing issues that were a result of several factors, including contract workers and hospital facilities.
Acknowledging the issue, Khairy noted that a 2018 auditor-general’s report had even highlighted that health services within the emergency and trauma departments were not up to standard due to a lack of staff, overcrowding, and underfunding.
He went on to say that these weaknesses were not exclusive to only this particular department, but are reflective of all public health facilities, including clinics and hospitals.
The minister also pointed out the allocated health budget stood at 2.58% of the country’s gross domestic product (GDP) in 2020, well below other upper middle-income nations’ budget of at least 4% of GDP.
“The question of funding and allocation will be a very important component to be discussed, decided, and tabled in the white paper," he said.
According to Khairy, the document is expected for completion and tabled in Parliament during the November sitting.
Among other things, he said the white paper aims to strengthen the health system as a whole to ensure services are more equitable, of high quality, accessible, and affordable in the long term.
“This paper is an official government document that I hope will get bipartisan support, and which will highlight the current status, gaps, and challenges faced.
“It will propose solutions in phases, from the aspect of service delivery reforms, funding, and governance that will cover a period of 15 years."
Asked by Steven Choong (Tebrau-PBM) on the guarantee that the white paper will be implemented even if there is a change in minister or government, Khairy said it is his aim to make the document future-proof.
He said this is why he suggested the paper be tabled in Parliament to obtain bipartisan support and consensus, adding that a proposal will also be made to table it to the special select committee.
Wong Hon Wai Meminta Khairy Menyatakan Tempoh Masa Kertas Putih Dibentangkan di Parlimen
Utusan / 15 Mac 2022
[PARLIMEN] Kertas Putih Kesihatan bentang November 2022

Utusan / 10 Mac 2022
Harga minyak naik, kerajaan dijangka tampung subsidi petrol RM2.5 bilion sebulan
The Malaysian Insight / 10 Mar2022
Wong Hon Wai Asked Regarding Fuel Subsidies in the Dewan Rakyat
FMT / March 10, 2022
Tengku Zafrul Aziz says the government will have to subsidise fuel costs by RM2.5 billion per month if the price of crude oil remains at more than US$100 per barrel.KUALA LUMPUR: The government may have to fork out RM28 billion in fuel subsidies this year if the price of crude oil continues to remain above US$100 per barrel, finance minister Tengku Zafrul Aziz said.
He said RM11 billion was spent on fuel subsidies last year.
Replying to a question by Wong Hon Wai (PH-Bukit Bendera) in the Dewan Rakyat today, Tengku Zafrul said the conflict in Ukraine had caused the price of crude oil to rise to US$100 per barrel, the highest since 2014.
With the price increase, he said, the subsidy rate for petrol, diesel and liquefied petroleum gas was expected to reach RM2.5 billion per month.
“If the price of crude oil remains above US$100 per barrel, the overall subsidy cost for 2022 is expected to reach RM28 billion compared to RM11 billion for 2021.
“Consumers at the moment only pay RM2.05 for RON95 petrol, but the actual cost in March has reached RM3.70 per litre. This means the government has to subsidise the cost difference of RM1.65 per litre.
“Every time we fill up petrol at the price of RM100 for 49 litres, the government pays RM81 because the actual price is RM181 for 40 litres of RON95. This means the government’s subsidy is as much as 45% of the total price,” he said.
Meanwhile, for diesel, consumers only paid RM2.15 per litre, while the actual cost had exceeded RM4 per litre.
He said the huge gap between the retail price and the market price would cause a much higher subsidy leakage risk caused by the smuggling of petroleum products.
Tengku Zafrul said the option of borrowing money to cover operating expenditure such as subsidy costs was not available to the government.
“Therefore, the increase in subsidy costs will have to be balanced with a revenue increase and expenditure savings,” he said.
He said the current subsidy programme used the same pricing for the rich and the poor. He said high-income individuals would enjoy more subsidies based on higher consumption rates compared to those earning less.
The government would, therefore, be reviewing fuel subsidies to ensure they were targeted towards vulnerable groups.
“Targeted subsidies are expected to optimise the government’s financial resources while expected savings can be redistributed for more effective government programmes to benefit the people,” he said.
Tengku Zafrul said the government was aware that the price increase of petroleum products would affect the transport sector and the economy.
“Therefore, there is a need for the government to review the subsidies so that they will be targeted towards vulnerable sections of society and not be affected by inflation,” he said.

Wong Hon Wai Asked About The RTB Projects From The Government
The Edge Markets / March 08, 2022
50% of PR1MA homebuyers are young people aged 25 to 35, says minister
KUALA LUMPUR (March 8): As many as 50% or 17,543 buyers of 1Malaysia Housing Programme (PR1MA) projects nationwide were young people, aged 25 to 35, as of December last year.
Housing and Local Government Minister Datuk Seri Reezal Merican Naina Merican said that last year, 34% or 1,904 PR1MA homebuyers were from this group.
“This proves that the PR1MA homes are a favourite among young people and they can afford it,” he said during the minister's question time in the Dewan Rakyat on Tuesday (March 8).
He said this in his reply to a question from Datuk Mohd Fasiah Mohd Fakeh (Bersatu-Sabak Bernam) who wanted the housing and local government minister to state to what extent the ministry had succeeded in providing affordable housing projects, especially for young people aged 25 to 35, and their response to the PR1MA housing projects nationwide.
The minister said PR1MA will also introduce the Youth Home Ownership initiative to increase PR1MA homeownership among young people from 50.3% to 70% by the end of 2022.
Reezal said his ministry is planning to provide Youth Transit Housing (RTB) in several locations in the Klang Valley following high house prices and rental rates in the area to help young people own a home.
“A total of two RTB projects have been proposed in Mukim Batu, Kuala Lumpur and one project in Rawang, Selangor. The Mukim Batu RTB project in Kuala Lumpur will develop a total of 1,400 units and for the Rawang RTB, Selangor, a total of 3,000 units will be built.
“The Ministry of Housing and Local Government’s (KPKT) big agenda of housing will focus on the ‘5K’ concepts, namely availability, affordability, financing facilities, quality and livability housing units. I believe this is also the desire of the young generation in Malaysia as a whole,” he said.
Answering Mohd Fasiah's supplementary question about the proposed establishment of a national housing fund and to what extent the PR1MA housing developers can provide infrastructure such as Internet technology and parking facilities, Reezal said all facilities are taken into account according to the "5K" concepts.
“Regarding the proposed national housing fund, this is a matter that I am looking into as well as the panel of experts established under the KPKT. We will formulate a new proposal that can adopt [this proposal] in order to be convincing and subsequently approved by Bank Negara Malaysia and the Ministry of Finance.
"The affordable housing units under PR1MA are equipped with fibre-to-the-unit and all the units have internet access infrastructure. We do not want to see the houses for B40 (the bottom 40% income group) have a low livability level,” he said.
In his reply to a question from Wong Hon Wai (Pakatan Harapan-Bukit Bendera) about the allocation from the government to implement the RTB and its expansion to Penang and Johor Baru this year, Reezal said there are plans in place to expand the initiative.
“Currently, as mentioned, the RTB is in the Klang Valley, but it has also started to be held in other states, in Johor for example. We look at the overall agenda of providing this housing initiative,” he said.

Wong Hon Wai asked about Comprehensive and Progressive Agreement for Trans-Pacific Partnership
The star / 07 Mar 2022
Five Acts still need amendments for CPTPP ratification, says Azmin
PETALING JAYA: There are five Acts that have yet to be amended for the ratification of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), says Datuk Seri Mohamed Azmin Ali.
The International Trade and Industry Ministry (Miti) Minister said that there are 14 Acts in total that have to be amended if the CPTPP is to be ratified and empowered and of that, nine have been tabled and approved in the Dewan Rakyat.
“The amendments will not just fulfil the government’s commitments under the CPTPP, but it is also important to implement structural reforms at the domestic level," said Mohamed Azmin.
"(This is) apart from ensuring that the country’s laws are always updated and in line with the agreements as well as international standards,” he added when replying to a question raised by Wong Hon Wai (PH – Bukit Bendera) in Dewan Rakyat on Monday (March 7).
Mohamed Azmin said that to date, the nine Acts presented and approved in the Dewan Rakyat are under the Human Resources Ministry, the Domestic Trade and Consumer Affairs Ministry and the Malaysian Anti-Corruption Commission (MACC).
He added that the remaining five Acts that need to be amended and approved in Parliament are the Employement Act 1955, Trade Unions Act 1955, Labour Ordinance (Sabah Cap 67), Labour Ordinance (Sarawak Cap 76), and the Communications and Multimedia Act 1998.
“These five Acts are in the process of being amended and are expected to be presented according to the schedule of each respective Ministry,” he said.
Mohamed Azmin added that the cost-benefit analysis of the CPTPP will be presented to Cabinet to get their input in the near future.
“It will also be uploaded to the MITI website for those who are interested,” he said.
